Encorage new users to update their home page

Currently new users are not putting any detail in their home page. We coudl encourage them to in order to develop community. At least some clear text encouraging them to once they have registered. Perhaps picking a random user on fron page as elgg.net does.

Have a default view with basic info?
Needs to be backwards compatible with existing structure (just a folder)...
