Item Identification Software For Blind/Visually Impaired

I am visually impaired (legally blind) and have designed an application  that I need help developing.   Item identification is just one small part of the application but even that portion would greatly enhance my life and others.

Alternative Assistive Technologies tend to take a complex approach requiring expensive suctom hardware and are simply priced well beyond the means of the very people tehy are designed to assist.

Having once  been a computer programmer myself it appears that this application would be relatively simple and quick to produce.  Unfortuenately with my limited vision now I am simply unable to write some of the code and am not familiar enough with some of the current programming tools that would be needed.

Also I would like to see the design of many of the Low Vision applications (and mainstream applications for that matter)  have the ability to turn Text To Speech on and off  which I  feel would makethe application more accessible to the greater number of people.  For example,  if a blind or visually impaired individual is utisng a screen reader they do not need TTS capabilities, however someone with the same vision problems may not have access to a suitable  screen reader and could greatly benefit from TTS.   

Ultimately I would like to see this application developed into  a suite of smaller applications that  would  make not only make life a little easier for the blind but would also add a layer of safety, savings and effeciency.   I sincerely believe this appplication could also enhance the life of many sighted people as well.

My main concern is making this available as  Open Source and fee to anyone that could benefit from it's use.  Please let me know if  anyone is interested in working with me on this project.
